Interface EffectiveAccessRoleBinding

One roleBindings entry (internal/authz/summary.go's summaryRoleBindings): either the global platform role, or (when a companyId was requested) a company-scoped relation the caller holds directly. companyId is only present on the "company"-scoped shape.
